Why We Started Paraguay Compass
Paraguay is one of the most underrated countries in the world for Europeans looking for a fresh start. Low taxes, affordable cost of living, a welcoming culture, and one of the most accessible residency programs anywhere. But when we started looking into relocating, we found the same problem everyone finds: the information is scattered, the service providers are hard to evaluate, and too many of them are anonymous operators with no accountability.
We decided to build what we wished existed when we started: a professional, transparent relocation service run by real people with real names, based both in Europe and on the ground in Paraguay. No hidden fees, no vague promises, no disappearing after payment.

Meet the Team
John Rutter
John manages client relationships, strategy, and the European-facing side of the business. He handles all communications with clients in Dutch, German, and English.
With a background in digital entrepreneurship and multiple business ventures, John brings a structured, professional approach to every client engagement. He believes that relocating to another country should not require navigating chaos, and built Paraguay Compass to prove it.
JP
JP is the operational backbone of Paraguay Compass. Based full-time in Asunción, he manages the entire on-the-ground process: gestor relationships, government office visits, document handling, and client accompaniment.
Having lived in Paraguay for several years, JP has deep local knowledge and an established network of professionals, from lawyers and accountants to real estate agents and insurance providers. When you arrive in Asunción, JP is the person who meets you, guides you through every step, and makes sure everything runs smoothly.
René
René is our permanent representative in Paraguay and the first point of contact on the ground. He was born and raised in Paraguay to Austrian parents, which makes him a real bridge between our European clients and the way things actually work here.
He coordinates the practical side of every case: the local partner relationships, accompanying clients to appointments, and help with housing, administrative procedures and the rest of what settling in involves. His network is what keeps a case moving when something needs doing in person.
Alicia
Alicia runs our communication and looks after clients personally. She handles the social channels, creates the content, and makes Paraguay Compass visible to people who are still weighing up whether a move makes sense for them.
She also stays with clients through the process itself, answering questions, coordinating appointments and supporting the practical and administrative side. Her job is making sure nobody is left to work it out alone.
Gabriella
Gabriella looks after our German-speaking clients, whether they are moving to Paraguay, starting a business here or investing. She is the fixed point of contact for the whole process, so one person knows the case instead of a handover at every stage.
In practice that means finding somewhere to live and handling the rent or purchase, sorting health, car and other insurance, setting up or taking over a company alongside local specialists, and the paperwork that comes with all of it: RUC tax number, Paraguayan driving licence and the rest. She books the appointments, makes the introductions to local providers, and answers the practical questions as they come up.

Territorial Tax System
Only income earned inside Paraguay is taxed in Paraguay. Foreign income, capital gains on international assets and dividends from abroad fall outside Paraguayan income tax. Your home country may still tax them.
Low Cost of Living
A comfortable lifestyle in Asunción costs a fraction of what it does in Western Europe. Housing, food, healthcare, and services are significantly more affordable.
Accessible Residency
No minimum investment required for standard residency. The process takes 5 days on the ground and typically 4 to 6 months in total. One of the easiest programs in the world.
No Minimum Stay
You are not required to live full-time in Paraguay. Maintain minimal ties and visit periodically to keep your residency active.
Path to Citizenship
After 3 years of permanent residency, you can apply for Paraguayan citizenship and passport. Whether you can keep your current nationality depends on the rules of Paraguay and your home country.
MERCOSUR Access
As a resident, you can live, work, and travel freely across MERCOSUR countries: Argentina, Brazil, Uruguay, and associated nations.

Paraguay Compass is a private company. We are not a government agency, we are not affiliated with or endorsed by the government of Paraguay, and we do not act on its behalf. We do not issue government documents of any kind.
We provide advice, preparation and support. Every official application is decided by the Paraguayan authorities, and every official fee is set by them. You are free to complete these procedures yourself, directly with the relevant authority, without using our services. What you pay us covers guidance, translation, document preparation, local coordination and the time all of that saves you.
