Your Step-by-Step Path to Paraguay Residency
From document preparation at home to receiving your cédula in hand. We guide you through every stage of the process.
Prepare at Home
Before you fly to Paraguay, you need to gather and prepare a set of documents in your home country. This is the most important phase because incorrect or incomplete documents will delay your application. We review everything before you book your flight.
Gather your documents
Birth certificate, criminal background check from your country of residence (recent and still valid; we advise requesting it no more than 90 days before your trip), and a valid passport with at least 1 year remaining.
Get apostilles
Every document must be apostilled in the country where it was issued, under the Hague Apostille Convention. We tell you exactly where to go and what to request.
Send us copies for review
We check every document before you travel. If anything is wrong or missing, we catch it now, not at the immigration office in Asunción.
Book your trip
Once documents are approved, book your flight to Asunción. We recommend planning for 5 business days on the ground.
Documents You Need
- Valid passport (1+ year validity)
- Birth certificate (apostilled)
- Criminal background check (apostilled, recent: request it max. 90 days before your trip)
- Marriage certificate if applicable (apostilled)
- Passport-sized photos (4x4cm, white background)
All documents will be translated by certified translators in Paraguay. You do not need to translate anything at home.
5 Days in Asunción
Arrival and Preparation
We meet you in Asunción. Document translations are submitted to certified court translators. Certified photocopies and notarizations are arranged. You settle in and we brief you on the schedule for the week.
Background Checks
We accompany you to the Paraguayan police department for your local criminal background certificate. Then we go to INTERPOL for your international background verification. Both are completed the same day.
Immigration Submission
Your complete file is submitted at the Dirección Nacional de Migraciones (National Immigration Office). Biometric data is collected. This is the official start of your residency application.
Buffer Day
We keep this day free in case an office asks for an extra document or a second appointment. Your Tax ID (RUC), bank account and driver’s license all need your cédula, so for Complete and Vanguard clients they follow once your cédula is issued. If nothing comes up, the day is yours to explore Asunción.
Final Verification and Departure
We verify your file has been accepted and confirm the processing timeline. You receive a summary of next steps and expected dates. You are free to fly home.

Residency card issued
Once approved, your temporary residency card (carnet de radicación) is printed. This is your official proof of legal residency in Paraguay.
Cédula application
Once your residency is approved, we take care of the cédula (national ID card) application. There is no need to wait in Paraguay for it: one trip of 5 working days is all it takes.

Your cédula is usually ready around 60 days after application. Pick it up on a later visit, or we collect it for you with a power of attorney and send it to you anywhere in the world.

Paraguay taxes income by source. Foreign investment income you hold personally is not taxed in Paraguay. Work you do from Paraguay is taxed here, even for foreign clients.

Travel freely within MERCOSUR countries (Argentina, Brazil, Uruguay) using your cédula instead of a passport.
Path to Citizenship
After 3 years of permanent residency, counted from the date of the permanent admission decision, you can apply for Paraguayan citizenship and passport at the Supreme Court. The constitution requires at least three years of residence in the country, so plan to actually live here. Whether you can keep your current nationality depends on the rules of Paraguay and your home country.
Low Stay Requirements
Day-to-day residency has light presence requirements: keep genuine ties and enter the country regularly. A temporary residence can be cancelled after more than 1 year of unjustified absence, a permanent one after more than 3 years. Citizenship later requires actually living in Paraguay.
