Almost anyone. Paraguay has one of the most open residency programs in the world. Citizens of most countries can apply for temporary residency without a visa. To apply, there is no minimum income requirement, no minimum investment, and no age restriction. You only need a clean criminal record and a valid passport. Note that converting to permanent residency later does require proving economic solvency, which we guide you through.

Temporary residency is valid for 2 years and is the standard entry point. After 2 years, you can convert to permanent residency, which is valid for 10 years and renewable. Converting to permanent residency requires demonstrating economic solvency, meaning lawful, sufficient, and verifiable means of support. There are clear categories for this (employees, remote workers, retirees, company owners, property owners, and more), and we help you prepare the right documentation. Permanent residency can also be obtained directly through the SUACE investment program ($70,000 business plan over 10 years). Both types give you the right to live, work, and access services in Paraguay.

For residency itself, the day-to-day requirements are light. Keep genuine ties such as a local address and a bank account, and enter the country regularly: under the Migration Law (Law 6984/2022), a temporary residence can be cancelled after more than 1 year of unjustified absence and a permanent residence after more than 3 years. Citizenship is different: the constitution requires at least three years of residence in the country, counted from your permanent residency, so citizenship means actually living here.

Yes. Both temporary and permanent residency give you the full legal right to live, work, study, and conduct business in Paraguay.

From start to finish, expect approximately 4 to 6 months. This includes 1 to 3 weeks of document preparation at home, 5 business days on the ground in Asunción, and usually 60 to 90 days of immigration processing, then around 60 days for your cédula. Timelines depend on your nationality and the workload at the offices, so we cannot guarantee them.

You need a valid passport with at least 1 year remaining, a birth certificate, and a criminal background check from your country of residence (recent and still valid; we advise requesting it no more than 90 days before your trip). If married, you also need your marriage certificate. All documents must be apostilled in the country where they were issued.

An apostille is an international certification that authenticates a document for use in another country. Under the Hague Apostille Convention, most countries have a designated authority (usually a court or government office) that issues apostilles. We provide detailed instructions for your specific country.

No. You do not need to translate anything at home. Paraguay accepts translations by a public translator registered in Paraguay, or by a sworn translator in your own country, but then the translation needs its own apostille. We have everything translated in Paraguay. It is simpler, it is included in your package, and you avoid that extra apostille.

You apply with one of your passports. Tell us which nationalities you hold and we will check which documents go with it. A Paraguayan residence permit does not change your nationality: you keep every citizenship you already have. Becoming a Paraguayan citizen later is a different matter. Paraguay only accepts multiple nationality where it has a reciprocal arrangement with the other country (Article 149 of the Constitution), such as its dual nationality treaty with Spain. Whether you could keep your current citizenship also depends on the law of your home country.

All government fees (Migraciones, INTERPOL, police), certified translations in Paraguay, notarizations, accompaniment to every government office, document review before travel, and weekly status updates during processing. The only additional costs are your flights, accommodation in Asunción, and any add-on services not included in your chosen tier.

No. The price you see on our pricing page is the price you pay. We do not add surcharges, processing fees, or unexpected costs.

We require a 50% deposit to begin the process. The remaining 50% is due when you arrive in Paraguay. We accept bank transfers in EUR or USD (via Wise), and cryptocurrency (BTC, ETH, USDC).

Asunción is significantly more affordable than Western Europe. A single person in a good neighborhood typically spends about $1,400 to $2,200 per month including rent, a couple about $2,000 to $3,200, and a family $3,500 to $5,500 depending on housing and school fees. Paraguay uses a territorial tax system. Only income with a Paraguayan source is taxed, at 8 to 10% for individuals. That includes work you do while living in Paraguay, even for foreign employers or clients. Passive income from abroad, such as foreign dividends, capital gains on international assets and foreign rental income, is not taxed in Paraguay.

No. Obtaining residency does not automatically make you a Paraguayan tax resident. You become a tax resident when you obtain a RUC (tax ID number) and register with the tax authority. Our Complete and Vanguard packages include RUC registration.

Not yet. Paraguay has committed to the CRS (Common Reporting Standard), but implementation is expected to start from 2027. Yes. With your cédula, you can open personal and business bank accounts at Paraguayan banks. Some banks offer USD-denominated accounts. Our Complete and Vanguard packages include bank account opening assistance.

Asunción is generally safe, comparable to most mid-sized Latin American cities. As in any city, standard precautions apply. Paraguay has lower violent crime rates than many neighboring countries. The expat community is growing, and most foreigners report feeling safe and welcome.

It helps, but it is not required for the residency process or for daily life in the beginning. Our entire service is available in Dutch, German, and English. Many businesses in Asunción have English-speaking staff, and the expat community is supportive. We recommend learning basic Spanish over time for a better experience.

Private healthcare in Paraguay is affordable and generally good quality in Asunción. Local prepaid health plans start at about $50 per adult per month and rise with age; international policies cost more. Our Vanguard package includes health insurance guidance and enrollment support.

Yes. There are several international schools in Asunción offering English, German, and bilingual curricula. Colegio Goethe charges about $585 to $700 a month in 2026, and the American School of Asunción about $7,750 to $9,500 a year plus an entrance fee. Local private schools cost much less. Our Vanguard package includes school finding assistance for families.

Additional family members receive 20% off the Essentials package, which covers what most family members need (residency and cédula). Each person gets their own full service including accompaniment, translations, and document processing. Children under 18 are included at the same rate. Other packages and add-ons are charged at the standard price.

Partly. You come to Paraguay once, for 5 working days, to submit your residency application with us. After that we can handle the rest with a Power of Attorney, for example collecting your cédula and sending it to you anywhere in the world. Contact us to discuss your specific situation.
