This guide covers everything: who can apply, what you need, how long it takes, what it costs, and what to expect at every stage. It is based on the current process as of early 2026, including the changes that took effect in September 2024.

Why Europeans Are Choosing Paraguay

Before diving into the process, it helps to understand why Paraguay is on the radar for so many Dutch, German, Belgian, and other European nationals.

Territorial tax system. Paraguay only taxes income earned within its borders. Foreign income, including remote work earnings, investment returns, pensions, and dividends from abroad, is not taxed. No minimum investment. Unlike programs in Portugal, Spain, or Dubai that require property purchases or large deposits, Paraguay's standard residency has no financial threshold. You need to show a clean criminal record and valid documents. That is it.

Fast process. Five business days on the ground in Asuncion, then 60 to 90 days of processing time. Total time from start to finish is approximately 3 to 5 months.

Path to citizenship. After 3 years of permanent residency, you can apply for Paraguayan citizenship and passport. Paraguay allows dual citizenship, so you keep your European passport.

Who Can Apply

Almost anyone. Paraguay has one of the most open residency programs in the world. Citizens of most countries can apply for temporary residency without needing a visa first.

There is no age restriction, no language requirement, no income threshold, and no investment minimum. The main requirements are:

  • A valid passport with at least 1 year remaining
  • A clean criminal record
  • The standard set of apostilled documents

Some nationalities require a visa to enter Paraguay (implemented in July 2023, costing an additional $160). Most EU citizens do not need this visa, but check with us during your consultation to confirm your specific nationality.

Types of Residency

Paraguay offers several residency pathways. The two most relevant for Europeans are:

Temporary Residency (Radicacion Temporaria)

This is the standard route and what most people apply for. It is valid for 2 years and gives you the full right to live, work, and conduct business in Paraguay. After 2 years, you can convert to permanent residency.

Permanent Residency (Radicacion Permanente)

Valid for 10 years and renewable. You can obtain this either by converting your temporary residency after 2 years, or directly through the SUACE investment program.

The SUACE route requires a business plan demonstrating $70,000 in investment over 10 years and grants permanent residency in approximately 90 days. This is a separate process from standard temporary residency.

Which should you choose?

For most Europeans, temporary residency is the right starting point. It is faster, simpler, has no investment requirement, and gives you the same practical rights as permanent residency. You can always upgrade later.

What Documents You Need

The document requirements are straightforward but must be followed precisely. Incorrect or incomplete documents are the number one cause of delays.

You need:

  1. Valid passport with at least 1 year remaining (original plus 2 color photocopies)
  2. Birth certificate (original, apostilled)
  3. Criminal background check from your country of residence (original, apostilled, less than 6 months old)
  4. Marriage certificate if applicable (original, apostilled)
  5. Passport photos (6x, 4x4 cm, white background)

That is the complete list. No bank statements, no proof of income, no health certificates, no property documents.

Critical rule: Do not translate your documents at home. All translations must be done by court-certified translators in Paraguay. We handle this as part of your package.

The Process: Step by Step

The entire process has three phases: preparation at home, time on the ground in Asuncion, and the processing period.

Phase 1: Prepare at Home (1 to 3 weeks)

This phase happens before you fly to Paraguay.

  1. Gather your documents. Obtain your birth certificate and criminal background check. If married, get your marriage certificate.
  2. Get apostilles. Every document must be apostilled in the country where it was issued. We provide country-specific instructions.
  3. Send us copies for review. We check every document before you travel. If anything is wrong or missing, we catch it now, not in Asuncion.
  4. Book your trip. Once we confirm your documents are ready, book your flight to Asuncion. Plan for 5 to 7 business days on the ground.

Phase 2: Five Days in Asuncion

This is the active part where things happen. We accompany you to every appointment.

Day 1: Arrival and preparation. We meet you in Asuncion. Your documents are submitted to certified court translators. Notarizations and certified copies are arranged. We brief you on the schedule for the week.

Day 2: Background checks. We accompany you to the Paraguayan police department for your local criminal background certificate, then to INTERPOL for international background verification. Both are completed the same day.

Day 3: Immigration submission. Your complete file is submitted at the Direccion Nacional de Migraciones (National Immigration Office). Biometric data is collected. This is the official start of your residency application.

Day 4: Additional services. If you have the Complete or Vanguard package, this day is used for Tax ID (RUC) registration, driver's license conversion, and bank account opening. Essentials clients have a free day.

Day 5: Final verification. We verify your file has been accepted and confirm the processing timeline. You receive a summary of next steps and expected dates. You are free to fly home.

Phase 3: Processing and Delivery (60 to 90 days)

After you leave Paraguay, the immigration authorities process your application. This typically takes 60 to 90 days, depending on your nationality and current processing volumes.

During this period:

  • We check on your file regularly and send you weekly status updates
  • Your temporary residency card (carnet de radicacion) is printed once approved
  • We apply for your cedula (national ID card), which is ready within 20 to 30 additional days
  • We can arrange DHL delivery of your cedula or hold it for pickup

The One-Trip Option

Since September 2024, the one-trip option is available again for most nationalities. This means you can potentially complete both the residency application and the cedula in a single trip to Paraguay, if the timing works out. Ask us about eligibility during your consultation.

Residency services in Paraguay range from $1,450 to $28,000 depending on the provider and what is included. Many providers hide their pricing or only reveal it after a consultation call. We publish ours.

Vanguard: from EUR 6,500 per person. Full relocation package. Everything in Complete plus company formation, housing assistance, health insurance enrollment, school finding for families, and 90 days of post-arrival support.

All packages include government fees, certified translations, and personal accompaniment. No hidden costs. 50% deposit to begin, 50% on arrival. We accept bank transfer (EUR/USD) and cryptocurrency.

What is included in the price

When comparing providers, make sure you understand what is actually included. Our prices cover:

After You Get Residency

Path to Citizenship

After 3 years of permanent residency, you can apply for Paraguayan citizenship. The process involves:

  • Demonstrating basic Spanish language ability
  • Showing ties to Paraguay (address, economic activity, social connections)
  • Passing a basic knowledge test about Paraguayan history and constitution
  • Application fee (approximately $4,000 through our partner)

Paraguay allows dual citizenship, so you keep your European passport. A Paraguayan passport provides visa-free or visa-on-arrival access to over 140 countries.

Changes Since September 2024

The Paraguayan government made several changes to the residency process in late 2024:

  • Removed the financial solvency requirement. Previously, some nationalities needed to show proof of financial means. This is no longer required for standard temporary residency.
  • Reinstated the one-trip option. It is now possible again to complete residency and cedula in a single visit for most nationalities.
  • Processing times have stabilized. After a period of longer waits during 2023, processing times are back to the 60 to 90 day range.

These changes have made the process smoother and more predictable than it was in 2023.

Common Questions

Do I need to speak Spanish? No. We handle all government communications in Spanish. Your meetings with us are in Dutch, German, or English.

Do I need to live in Paraguay full-time? No. There is no strict minimum stay requirement. Maintain minimal ties (address, bank account) and visit periodically.

Can my partner and children apply too? Yes. We process family applications simultaneously during the same trip. Additional family members receive a 50% discount.
